Fiberglass is composed of thin glass fibers and a plastic resin (usually epoxy). The thin strands of glass are very strong but, by themselves, are like strands of haor or fiberglass insulation. The resin binds the strands together to make a solid substance and to take advantage of the strength of the glass fibers.

There are even kits to make your own fiberglass composite consisting of fiberglass fabric and a two part epoxy. You form the fabric on a mold, mix up the epoxy, spread it over the fiber cloth, and let it cure.
References :
Fiberglas is actually made of glass. It is mixed with polymers (epoxy, etc) for strength.
