Labor and materials are the direct costs. So if your factory is hand carving these sticks any answer you get would be in the right direction eh?

Wood, glue, fiberglass wrap would be your materials. Go to home depot and see how much a piece of lumber costs (2x4's are softwood, a hockey stick needs hardwood), a bottle of glue and maybe some fiberglass wrap for an auto repair store. So the materials cant cost more than this. Now how long will it take you to fashion one?... assume minimum wage in your country and multiply by the number of hours you estimate. for fun try making one yourself.

However there are also tooling costs... what do you need? a carving knife? a jigsaw? a router? glue clamps? Think it through and list the estimated prices. These would be the "capital outlays". Estimate how many hockey sticks you can make with them before they wear out. Divide the total cost by the number of sticks and this is the cost/stick of your tools.

Last you would need a place to work in. If you rent a room to do this work.. what is the cost of the room per month or day and how many sticks can you make during this time? This will be the cost per stick

Add these subtotals together and you are getting close to the worst case cost per stick. Why worst case? Because any professional with a factory will be able to do better than you on costs...

so there you have it... your batch of sticks can't cost more than this.
References :
my brain
