Try some gasoline. Do not soak it in gasoline though. Use a little bit in the areas where the oil is. Gasoline is very good at cleaning oil out, even carpet that is covered in oil. I have used gasoline to clean plastic and oil covered carpet, not sure if it will work on composite decking. Try a little bit first.
